IF you are asking about Indian Engineering Services Exams 2013, than below is the age criteria to apply for the 2013 IES exams.

Minimum age- 21 years
Maximum age - 30 years

Only candidates who were born between 2nd January 1983 and 1st January 1992
SC/ST candidates gets 5 years age relaxations in the Upper age band
OBC candidates gets 3 years age relaxations.

Since you were born on 29th April 1992, so you would not be eligible to apply for the 2013 IES Exams.
You can only apply in the 2014 IES exams.

Minimum educational qualifications required to apply for the IES exams is BE/BTECH pass in any stream

See,according to the eligibility criteria,the candidate should be between 21-30 years as on 1/8/2013.
Now your D.O.B is 29/4/1992.

So you'll be 21 years old as on 1/8/2013.

Hence you fulfill the eligibility criteria and therefore you can sit for the IES exam!

Dear AspirantAs you specify you born on 24-04-1992,so you can't able to appear in the exam.because in the IAS the minimum age to qualify is 21-30 years,so you have to wait till next year.The other specify are-Graduate with 60%-Must be Indian-age b/w 21-30

IES stands for Indian Engineering Service. UPSC will hold the IES examination every year.

If you are interested in the IEs examination you must fulfill the following conditions..

You have to posses a Engineering Degree from any one of the following fields

Civil
Mechanical
Electrical
Electronics and Telecommunication engineering.

Dear according to your mentioned date of birth, you have completed 20 years, 8 months and 3 days of your age as on 01-01-2013 that means you have not completed 21 years of age that is mandatory to be completed on before 01-01-2013 for Indian Engineering Service Examination so you will not be considered as eligible to apply for this examination but do not worry because this examination is conducted once a year by the board so you may apply for next year's IES examination after completing 21 years of age

You may begin your preparation for this test and get good marks in IES 2014 because there will be five papers conducted in examination in which four papers depends on the specialization subject that you choose for examination as if you selected Electrical Engineering then you will have to qualify four papers on this subject in which two will be of objective type pattern and two will be conventional and passing in each paper is mandatory so find out any good institute and keep preparing for examination
