Candidate must have a bachelor's degree in engineering discipline in any one of the following :

Civil Engineering
Electrical Engineering
Electronics and Telecommunication Engineering

Final year pursuing candidates are also eligible to apply for this exam

Age of the candidate should not be less than 21 years and more than 30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST, 3 years for OBC, 10 years for PWD and 5 years for Ex-Servicemen category candidates

Dear according to your current age from - 29th of April 1992 to 1st of February 2013 you have completed - 20 years, 8 months and 3 days of your age which is not enough according to the minimum age required by UPSC board for IES examination and the announced dates for upcoming IES exam is - Application date - from 16-03-2013 to 15-04-2013 and UPSC board will require the age as on - 01-01-2013 and at this date you will complete your 20 years and 8 months of age so dear you are not eligible to apply for upcoming UPSC Indian Engineering Service Exam

NO, You are NOT eligible for IES-2013 as the age is calculated for IES on 1st January of exam year which is 2013. You were of 20 yrs age on 1st Jan' 2013.

Note:- you said your D.O.B is 29-4-1992, so according to your date of birth you are not eligible for this exam in current year because you are only 20 year 8 month old till 1-Feb-2013, and this year application date for IES is 16-March-2013. So you are not fullfil age criteria. So you have to wait till next year.You can try next year with full of preparation.

Yes my dear you are eligible for IES exam because your age is above 21 year and this crosses the minimum age limit so you are eligible but keep in mind that you have completed your engineering degree.

Final year appear candidates are also eligible for the exam. but condition is that when candidate reached the final step then he has graduation passed degree or marks sheet.
There are four categories in IES exam which are eligible for the exam.
