Yes part time candidates are eligible.Your degree should be recognised by UGC and DEC.As you are going for distance learning course,DEC i.e. Distance Education Council recognition is must for your degree.If your University is recognised by UGC and DEC then you are perfectly eligible as like any other full time course candidates.All the best.

Yes , you are eligible for IAS exam.
B.E is a graduation degree course . It does not matter that you are doing your degree part time or full time. Only it is compulsory that you must be graduate and also can apply in last year of graduation.
IAS stands for Indian Administrative Services , comes into civil services.
Civil services examination is conducts by Union Public Service Commission once in every year.
Engineering students are also eligible for Indian Engineering Services Examination.Which is also conducts by UPSC.
For civil services examination no percentage barrier , If candidate just have passing marks in graduation are also eligible.
Candidate must be under 21-30 years.

It does not matter that how you have done your graduation the fact is that the graduation you are doing from any university must be recognized.
It does not matter that you have done the part time degree there is no part time word is written ion the degree certificate so your degree will be concidered as the normal degree.
So you can apply for IAS exam.
Your age for the exam must be in between 21-30 years.
And you must be Indian.
The relaxation is also given to the reserved categories candidates as per the UPSC rules.

Educational qualification required to write IAS exam is graduation from a recognized university.You are eligible if your degree is from a recognized college.
Other eligibility conditions are
1)For the Indian Administrative Service and the Indian Police Service, a candidate must be a citizen of India.
For other services, a candidate must be either
(a) a citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

Don't worry your degree is valid to apply for Civil service exam to become IAS officer
This exam is conducted by UPSC in once time in year.
Those candidate are graduate from any recognized university with any discipline are eligible for IAS exam.
But your age should be in between 22 to 30 years old. Age relaxation is provide for SC/ST/OBC category as per govt rule.
The maximum attempts for SC/ST candidate is Unlimited. For OBC candidate it is 7 years and for general candidate it will be 5 years.
Also you must be in citizen in India.
