Friend, I would like to make aware to you that only graduation degree holder in any discipline are eligible for not only UPSC Examinations but also for State Public Service Commission's Examinations. Please note that diploma holder are equivalent to degree holder because they are considered equivalent to intermediate level. If you are seriously willing for appearing for UPSC Examination and State PSC Examinations, then you must go for completion of graduation degree first of all. Your age should be 21-30 years in case belong to unreserved categories. Reserved categories are given age relaxation and reservation benefits.

    Hello

The civil services or the public services, either state level or national level, have the education qualification requirement of graduation(minimum). There are many civil services for each and every services the qualification required is graduation, for different services the stream of graduation is variable but graduation is must, that is the minimum criteria.

A diploma is a not a graduation degree,it is equivalent to 10+2,it is only the intermediate and no else, although diploma is considered slightly higher than 10+2 but more or less it is equivalent to 10+2.You become eligible for diploma after 10th only, people usually do 12 after 10 and then graduation, now you decide how can a diploma be a graduate, you do it after 10,a three year course, and then graduation(three year for the b.tech).

Hence diploma is not a degree, you need to have a degree for the civil services.

Eligibility Criteria for UPSC Civil Service Exam 2013

A bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible to apply for this exam

Age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided as per government guidelines

5 years upper age relaxation for SC/ST, 3 years for OBC, 10 years for PWD and 5 years upper age relaxation for Ex-Servicemen category candidates

Eligibility Criteria for State Service Exam 2013

A bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible to apply for this exam

Age should not be less than 21 years and more than 30 years but dear some of the states has increased the age limit and kept it at 35 years as Madhyapradesh and some of the states kept it 20-28 years so that there are some differences between the age limitation of state service exam but the relaxation in upper age follows same as mentioned above

Both of the boards require a bachelor's degree from a recognized university so dear you should know that you have completed a diploma in ICE which is recognized but dear the diploma holder candidates are really not eligible to apply for these exams

You can apply for SSC - Junior Engineering Exam on the basis of your current diploma in civil engineering and your age should be between 18-27 years to apply for this exam and you may also try to apply for various jobs in - BHEL/BSNL/BPCL/NTPC/ONGC/IOCL/DDDA/Etc.

    All the best

No dear, diploma holders cannot apply for upsc or psc examinations.
The minimum educational qualification required for these services is a graduation degree in any field from an ugc recognised university.
the age limit for these exams is-
    general- 21 to 30 years
    obc- 21 to 33 years
    sc/st- 21 to 35 years
    pd- 21 to 40 years
you must persue your graduation and if you dream to join these services then keep preparing for these services while you are persuing graduation.
    all the best
    happy learning!!!!
