IES exam stands for Indian Engineering services which is conducted by UPSC.
Every engineering graduate is eligible for Engineering Services examination i.e., production engineers are also eligible for it. Only thing is they need to apply in any one of the
engineering subject.

yes, you are fully eligible to apply for IES(Indian Engineering Services) exam after completing B.Tech in Computer Engineering with 63% marks. because for IES you need Engineering degree in any discipline with any percentage from recognized college or university.The exam is conducted by UPSC every year.
but the problem for you is that your Branch(Computer Science) is not listed in the branch for which you have to write exam. and you need to give the exam by selecting any one of the following four Branches of Engineering:
- Civil Engineering
- Electrical Engineering
- Electronics and Telecommunication Engineering
- Mechanical Engineering
for IES your age must be within 21 years to 30 years on 1 January of the year of exam .there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates. There is no limit of number of attempts.

For IES exam no percentage barrier , those candidates are also eligible which just have passing marks in graduation.
Only those candidates are eligible for IES exam which has passed his/her graduation in engineering and also can apply in last year of graduation.

I am sorry to say but no matter how much percentage you have in your graduation. You are not allowed to give the IES exam, as your branch is not eligible for giving the exam.
For giving the IES exam, you need to be from any of the following branches-
1. Mechanical engineering
2. Electronics and communication engineering
3. Electrical engineering
4. Civil engineering
Moreover, your age should be in the limit of 21-30 years. A relaxation of 3 and 5 years is given to the obc and the sc/st category students.
But no CSE branch students are eligible
Yes you are eligible because there is no requirement or barriers for marks you have to just clear the degree in any engineering course and your age limit should be 21 to 30 for OC, upto 33 for MBC, upto 35 for SC/ST....
It is not mandatory for percentage,you have to just clear the paper check your age limit before appearing.

Yes off course you are eligible.There is no percentage bar for Engineering Services exam.You need to have passed any degree in engineering and age limit is 21-30years for General with suitable relaxation for Category candidates.You can check previous year papers at the website of UPSC.You can apply in any of the 4 papers:Civil,Mechanical,Electrical,Electronics.You need to select Suitable subject as per your convenience and preparation.As you are from CSE you need to prepare from nearly ground zero for any of the subjects although Electronics would be little bit relative easier for you than the other 3 papers.

Yes you can apply for IES having only 63% in engineering.
The basic fact is that one does not need to have any minimum percentage in order to apply for IES.
IES is conducted by UPSC.
There is no percentage requirement while applying for IES.
UPSC conducts many exams but there no such exam where UPSC asks for percentage,only passmarks is required.
Only one entry is there named as SCRA conducted by UPSC,where it asks for percentage of minimum second division.
Hence you can definitely apply for UPSC IES exams,without any tension of percentage.
