Why UPSC is not updating its syllabus and optional subject list since decades? Why they are not feeling the need for change?

UPSC didn't update optionals since decades?
Bureaucracy is so sloppy and incompetent that it doesn't update syllabus and streams for decades. No optional subjects for Computer Science & Information Technology in civils or IES? Go to any private college you'll see 120 seats CS & IT and 60 Mechanical. Even in civil services of Pakistan they have CS as one of optional subjects. They go to office and sleep all day long. IAS officer of 1980 batch is heading UPSC, is he best brain when he can't even go outside office to see what streams are popular? Yaar ye sari bureaucracy ko fire karke naye log lao. Agar aaj inhe naukri se nikal diya jaye to yeh kabhi bhi private main job nahi kar sakte kyonki inhe aaram ki itni adat pad gayi hai aur private main to VicePresident tak terminate ho jaate hain for small reason.

dear UPSC still came out not any updating related to syllabus and optional subjects bcoz not any order come from high level ministries that's way UPSC doesn't change in any syllabus.
