The complete eligibility criteria for the Civil Service exams are mentioned below ::
{01} NATIONALITY.
You must be a citizen of India,
or,You must be a subject of Nepal or Bhutan,
or,You must be a Tibetan refugee settled permanently in India before 1962.
{02} AGE BOUNDARIES.
You must be 21 to 30 years of age.
However, the upper age limit is relaxable by :
>> 5 years for SC/ST,Government Employees & ex-servicemen
>> 3 years for OBC & Physically Disabled.
{03} ESSENTIAL EDUCATIONAL QUALIFICATIONS.
You must have completed your Graduation or equivalent from a recognized university with any subject or stream.
Final year students are also applicable.
Only passing percentage is required.
{04} NUMBER OF ATTEMPTS ALLOWED.
For general category : 04
For OBC candidates : 07
For SC/ST candidates : Unlimited.

First, you need to know what is UPSC.
UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE).
CSE has a misnomer as 'IAS exam' or 'UPSC exam'.
YES, you can definitely apply CSE after your graduation Chemical Engineering.
The qualifications for the CSE are :
Educational: Graduation
Age: General:21-30yrs, OBC:21-33yrs, SC/ST : 21-35yrs

you must complete or appearing in final year of graduation from recognized college or university.
your age must be within 21 years to 30 years.
And there is relaxation in UPPER AGE limit for reserved category candidates(3 years for OBC and 5 years for SC/ST candidates).

You can become an ias officer because there is no any
special criteria for the upsc civil services examination.
You just qualifies two qualifications only
1. You must be an indian citizen
2. You must be a graduate from a govt.recognized university.
Age criteria:-
21-30 fro generals
21-33 for obc
21-35 for sc/st.
Don't worry if you are in between the criteria mentioned
above than you are absolutely eligible .

yes,you can surely apply upsc examinations for becoming IAS officer.
as you are a chemical engineer,you must have done your b.tech in chemical engineering and so the minimum qualification for upsc examinations for the post of IAS is bachelor's degree in any stream from a recognised university.
you should also fulfil the other eligibility criteria like your age should be between 211-30 if you belong to open category.
you should be indian.

Yes, you can attempt the exam as you are a graduate.
The criteria is as below:
The candidate must be a graduate from any recognized university. Even final year pursuing graduates can apply.
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
The upper age limit prescribed above will be relaxable in the follwing cases:
Scheduled Caste or a Scheduled Tribe: upto a maximum of five years.
