You are only eligible if you belong to the reserved category otherwise you are not eligible..
Indian Administrative Service (IAS) exam is conducted by UPSC in every
year. It is also known as the Civil Services exam. Civil service is the
backbone of Indian government. IAS officer job is the one of the high
level job of India. IAS exam is held in two stage preliminary exam and main exam. To appear in the IAS exam you need the following eligibility criteria.
Educational Qualification :-
The minimum educational qualification to appear in the IAS exam is
graduation in any stream from a recognize University. Candidates who
are appear in the qualifying examination are also eligible to appear in
the preliminary examination.
Age Limit :-
A candidate must have attained 21 years and not be over 30 years
at the time of appearing of this exam. The age relaxation is also
applicable for the reservation category student. Details information
regarding age relaxation is given below:
->For SC/ST Candidates :- 5 years.
->For OBC candidates :- 3 years.
->For Ex-Service man :- 5 years.
->For PH Candidates :- 10 years.
->For the Jammu Kashmir Candidates :- 5 years.

Category Age limit
General 21 years to 30 years
OBC 21 years to 33 tears.
SC/ST 21 years to 35 years.
you should not reach the upper age limit on 1 august of the year of examination.
so if you belongs to SC/ST then you have last chance in 2013. else sorry to say that you are not eligible to apply for UPSC exams.

the minimum age required for upsc exams is 21-30 years and also there is an age relaxation of 3 and 5 years respectively for obc and sc/st category students.
and the required qualification is graduation for the same is graduation from a govt. recognized university.
SO, IF YOU ARE A GRADUATE AND BELONGING FROM RESERVED CATEGORY THN YOU ARE ELIGIBLE FOR APPLYING BUT IF ARE FROM GENERAL CATEGORY THAN YOU CROSSED THE AGE LIMIT AND NOT ELIGIBLE FOR APPLYING NEXT YEAR FOR UPSC.
The age limit for the UPSc exam is below :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-35 fro ex-serviceman
21-40 for physically handicapped .
As your birth year is 1978 so that currently your age is more than 33 .
So according to above criteria , if you belong to general cast or obc cast then you are not eligible for the exam because you can't fulfill the age criteria .
But if you belong to sc/st cast or other catagory then you are allowed for giving the exam .
So if you are eligible then start the preparation for the exam and give it otherwise go for the other exams in which you are eligible .

Max age to apply for general candidates in UPSC civil services exam that is for IAS and IPS is 30 years so in that case you are not eligible to sit in this exam.
But OBC candidates get 3 years age relaxation and SC/ST candidates gets 5 years age relaxation.

Indian Maltery Accedmay age limit is: 19 to 24 Years
For Officer Training Academy age limit: 19 to 25 years
Nava age limit: 19 to 22 years
Indian air force age limit: 19 to 23 years
For the civil service if you are belong to general category then u are not eligible the age limit is :-
The age limit is for general category is 21 to 30 years. And attempt the exam 4 times.
The age limit is for obc category is 21 to 33 years (3 years relaxation). Attempt the exam 7 times.
Age limit for SC/ST category is 21 to 35 years and attempt chance till overage. Means unlimited

for upsc exams the age required is 21 to 30 years,
so dear according to your date of birth you will be 34 year old by the end of year 2012,
so dear as i mentioned the age limits for the upsc exam,
so you are not eligible for the upsc exam if you belong to general or OBC category.
but dear if you belong to SC/ST category then only you are eligible for the exam,
then you can apply for the exam,
otherwise you are not eligible for the upsc exam.
