You just want a recognized degree from recognized university.
And age is 21-30 years.
You must be a citizen.
There is no limit or boundation on the minimum percentage required in the graduation for appearing in the civil services examination conducted by UPSC in order to become IAS officer. It means that only Passing marks in graduation would be well enough to appear in this exam. Even you can be graduate in an any stream to appear in this exam. Even final year student can also appear but as an provisional basis, after that you need to provide passing graduation marksheet to UPSC.

As per Government rules the candidate must posses a bachelor degree in any discipline from a recognized university or the degree or any other equivalent qualification must be from a recognized university or board or Institute and candidate should have secured at least 50% marks in his/her graduation but if you belong to SC/ST category then you will get the relaxation of 5% marks in your graduation percentage means you need to have only 45% marks in degree to apply for UPSC IAS exam 2013.
Age Limitations for UPSC - IAS exam 2013 :
As per Government standards/guidelines the candidate must have completed at least 21 years of age but the age of the applicant should not be more than 30 years and reserved category candidates will get relaxation in upper age which is 5 years for SC/ST and 3 years for OBC category candidate.
