The way to apply for these exams is quite simple.This exams are conducted once in an year.All eligible candidates can fill in the application forms.
=The forms are made available in the last of the month of January.They last till mid-March.You can fill in the application forms either ONLINE or OFFLINE.

You will find the forms there.You can use your basic information to fill in the Part-1 of your form.Then you need to pay the fee for the application form and proceed to complete the registration by filling in the Part-2 along with your scanned photograph and signature.

=For applying OFFLINE,You need to purchase the application form of the Civil Service exams from a Main Branch of the post office.Then fill in your basic details,and submit the form to the office on the address prescribed in the Brochure.

well, being a final year student, you are not equivalent to a graduate.
UPSC conducts many exams like CSAT, PRELIMS, ENGINEERING, CMS, NDA, OTA, NAVY etc.
you wont be allowed to appear for the exams for IAS, IPS, IFS(foreign and forest)
but you can apply for NDA, OTA(for girls only) and also in NAVAl.
there are different criteria for different examination
to appear in NDA, OTA, NAVY you do not require a graduate degree.
you should be 12th pass with 55% minimum marks in maths(for respective fields)
the age limit is: 19years to 25 years
age relaxation for OBC and SC/ST for 3 and 5 years respectively.

Regarding the info of exams, go through the biweekly EMPLOYMENT NEWSPAPER or the UPSC website.
Then, You can apply
1. Offline, for which forms will be available at Head Postoffices
Or, 2. Online, which should be easier for you, you have to follow 2 step procedure-

You can apply for various post on upsconline.nic.in. To answer your first question, you can apply for many post which come on this site its just that you will have to check the eligibility criteria for each post. Generally for IPS, IAS, IFS u need to be in the final year of your graduation in any stream from a recognized university while applying. Just make sure u have no back logs when you are selected for the interview round.

upsc exam required only the graduation there is no stream condition. graduation is compulsory of any stream.
no percentage is required candidate should passed the graduation.
age limit is :-
the age limit is for general category is 21 to 30 years. and attempt the exam 4 time.
the age limit is for obc category is 21 to 33 years ( 3 years relaxation ). attempt the exam 7 times.
age limit for SC/ST category is 21 to 35 years and attempt chance till overage. means unlimited
