But you can have age relaxation if you're under special category or a government employ.

Age limit for attending UPSC exam is between 21 and 30 years for general category candidates. sorry if you are of the same. But you may get relaxation in case of age if you are of special category or is a government employee.
The age limit for the exam is below :
For general cast the age is between 21-30
For obc cast the age is between 21-33
For SC/ST cast the age is between 21-35
For ex-serviceman the age is between 21-35
For physically handicapped the age is between 21-40
Now current your age is 33 so that if you are in the general cast and OBC then now you are not eligible for the exam but if you are in other cast then you are eligible for the exam .
So if you are eligible then give the exam .

Dear, Sorry to say that as per your Birth date i.e. 08-12-1978 your age is over for all Categories except for SC/ST for which a light chances. Other wise only Handicapped candidates are eligible of your age.
But, don't worry. You can go for your State Public Service Commission. Through which you can apply for the same ranks and posts. But some powers are less than UPSC qualifiers. Secondly, generally State PSC's give chances upto 38 yrs. So, go ahead... Good Luck....

Educational Qualification:
-The candidate should be a graduate from a recognized university
