Sorry!! you cannot appear in Civil Services Exam 2015 as you will exceed the maximum age limit.
The upper age limit for UPSC CSE is 30 years(for general category applicants) and you will be 31 in 2015.
You should note that CSE does not allow age relaxation to female candidates.

Because in these years you are eligible for the UPSC exams.

Please be advised that maximum age for the General category candidates to apply for this exam is 30 years
You would be completing 30 years in 2014 and you are telling that you want to appear for the exams in 2015, so at that time you would be 31 years, so cannot apply for this exams.
Also note that Girls are not provided any additional age relaxations.
