you can apply for UPSC 2014 but not UPSC 2015
According to age limit the rule says that you must not have attained thee age of 30 years on 1st january of the year of exam.
also if you belong to OBC/SC/ST/PD then you need not to worry
OBC candidates are given a age relaxation of 3 years while SC/ST and PD candidates a age relaxation of 5 years

If you belong from general category then you are eligible for only CSAT 2014 exam but if you belong any other category then you can appear csat exam both year.

Eligibility Criteria is

should be graduate from a recognized university in any stream
(marks or percentage doesn't matter)

age should be 21 to 30 years
age relaxation for OBC candidate 3 years
age relaxation for SC/ST candidate 5 years

nationality- Indian

number of attempts-

general candidate- 4
OBC- 7
SC/ST- no limit
