degree is very much needed to write the civil exam thats it , it will not help you more just the benefit is that u can write civil exam and can gain knowledge

As you are studying Mechanical Engineering so, you are eligible to apply for Indian Engineering Srvices examination conducted by UPSC in every year.Minimum ag erequired is 21 years and above.
During Final year of ME also you are eligible.You will not get addtional benefits by your ME course but you will get ELIGIBILITY to apply.

For Engineering Services exam all the engineers from any discipline are eligible to apply for the exam. Engineering Services exam is conducted by UPSC every year. But candidates are required to give the papers in any one of the following four streams.
Civil Engineering
Electrical Engineering
Electronics and Telecommunication Engineering
Mechanical Engineering
you can give the exam in Mechanical Engineering subject. which will help you the crack the exam as you are from Mechanical Engineering.
for appearing in exam you have to fulfill some other requirement like:
>>Engineering degree in any discipline from recognized college or university
>>your age must be within 21 years to 30 years . there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.
