Yes there is restrictions for appearing in UPSC civil services exams for female candidates as well.
Below is the eligibilty criteria:
Graduation pass from ugc recognised univerity
Min age-21 years
max age-30 years
OBC gets 3 years and SC/ST gets 5 years age relaxation
Number of attempts-4 FOR GENERAL CATEGORY, 7 FOR obc AND NO RESTRICTION FOR SC/ST candidates

yes, there is an restriction of no. Of attempts ,but not only for girls .it is for all the candidates.
no of attempts:-
1. For general candidates:- 4 attempts.
2. For obc candidates :- 7 attempts.
3. For sc/st candidates:-no any restriction.
but remember this restriction is according to your age criteria.
age criteria:-
1. For general:-21-30 years.
2. For obc :-21-33 years.
3. For sc/st :-21-35 years.

In UPSC exams there is not different restrictions rules followed for males and females... The general set of rules are as below:
Civil Service Examination:General-4, OBC-7, SC/ST- No restriction.
Age Limit: A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
The upper age limit prescribed above will be relaxable in the follwing cases:
SC/ST: upto a maximum of five years.
Other Backward Classes: upto a maximum of three years.
State of Jammu & Kashmir: upto a maximum of five years.
Defence Services personnel: upto a maximum of five years

Yes,there is restriction on the no of attempts for female candidates in UPSC examinations.It depends upon the category to which the female candidate belong:
For General female candidate it is four
For obc it is 7
For sc/st they can appear in all examinations till their age limits.
There is reservation in age also:
General women: 21-30.years
OBC:21-33 years
SC/ST: 21-35 years
Minimum educational qualification required is bachelor's degree for all category.
