You can buy the application form for UPSC Exams from the Head Post-Office of your district.
But if you inted to apply online then visit the website www.upsconline.nic.in and apply . However for the online application you will have to pay the fees either by online banking or through Challan ( to be deposited in the SBI Bank).

you can get the application form for the civil service exam in the month of the decmber/janauary from the head post office in each city.
you also apply the online method.
all the other post like as cds and nda also got the application form from the head post office and also apply the online way.

UPSC exam notifications are available at official website or in employment newspaper. There are 2 modes to fill form.
1. Offline:- In this mode you can purchase the form from any nearby post-office through CRF stamp of denomination of Rs 50/- or Rs 100/-.
All filled applications should be submitted to "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/Speed Post or by Courier.
2. Online:- To fill application online you have to visit www.upsconline.nic.in. Instructions to fill forms are available with every exam notifications. First you should visit the website of UPSC and download the notification and go through on this carefully. After that go to the registration website to register for a particular examination.

The Application Procedure for the Civil Services Examination has been changed from this year. you cannot send the application by post from this year . instead of that, you have to apply online. No other mode is allowed. you can get the application form from the website http://www.upsconline.nic.in . you will be issued an e-Admission Certificate 3 weeks before the date of examination. this Certificate will be available on www.upsc.gov.in and they can download it from there. it will not be send by post.[/FONT]
