Dear if you are pursuing final year of your graduation then you can apply for preliminary examination of UPSC board but if you qualify the prelims exam and when you would apply for mains exam then you must have your bachelor's degree of your successful qualification in each semester or year and if you did not receive your result of final year then you would not be allowed to apply for mains examination
UPSC is going to conduct the civil service prelims exam at - 19th of may 2013 so that you should prepare for the examination according to the availability of the time because there is not more than 3 months left for the prelims exam so that you should prepare for the examination according to the syllabus and do not study anything extra apart from your official syllabus of UPSC civil service exams that's why i have attached some question papers of previous years and complete syllabus, please download all the attached files and prepare well for the examination
