For apply your age must be within 21 years to 30 year and there is relaxation in upper age limit for reserved category candidates: 3 years for OBC and 5 years for SC/ST.

yes sir you are graduate and you are eligible for the exam. but condition is that your graduation is complete from the recognized university which is approved by the ugc/aicet.
you complete your graduation in 7 yrs it is no matter for the upsc. but your age factor is affect the exam. you do not mention your age.
but age condition is also there for the civil service exam:-
The age limit is for general category is 21 to 30 years. And attempt the exam 4 times.
The age limit is for obc category is 21 to 33 years (3 years relaxation). Attempt the exam 7 times.
Age limit for SC/ST category is 21 to 35 years and attempt chance till overage. Means unlimited.

upsc need graduation as far as educational qualifications for the upsc exams are concerned.

it does not matters that in how much time you taken to complete that,
you just need to be eligible when you going to apply for the upsc exam,

Dear, If your age limit is in between 30 yrs. then OK..!!! and if you are more than 30 yrs. than you must belongs to Reserve Categories. The age limit for Reserved Categories are as follows:-
1. OBC- 21- 33 yrs.
2. SC/ST- 21-35 yrs.
3. General Caste and Handicapped- 21-40 yrs.
4. OBC and Handicapped - 21-43 yrs.

Yes, you can apply for civil services if you meet other eligibility criteria. But considering the fact that you completed your degree in 7 yrs, do you feel yourself a right candidate for this exam.
I do not want to act as a dampener but let me introduce you to the rigors of this examination.
You will need to study atleast 12 hrs daily for more than 10 months without a break to clear this exam. You need to have the ability to mug facts and apply your mind to understand the underlying concepts as well. Keeping in mind the fact that you could do your graduation in 7 yrs for which the max allowed minimum duration should be 5 yrs (in case of medicine) and the fact that graduation is considered to be easy and cool duration of one's academics, will you be able to withstand the rigors of IAS exam.
If you want to give civils just for sake of giving it, you can go ahead, but if you are serious, then I would really want you to guage your capabilities before jumping into it. Because, in your case, the odds favouring you is very meagre.

But there is specific age limitation necessary to appear the exam:-
For General-Not less than 21 year & not more than 30 year on 1st August on year of conduct examination.
Upper age limit is relaxed by 3 year for OBC,5 year for SC/ST, 5 year for Jammu & kashmir domiciles(1980-1989), 10 years for Blind/deaf/mute/orthopedically handicapped,3 year for Special cases of Defence personnel services, 5year for special cases Ex service man .
