IAS civil service examination is a very good choice.I would rather say,its the most prestigious job of our country.Every Jack and Jill wont be able to crack this exam with little or no knowledge.A candidate aspiring for this exam has to be seriously talented in studies.But looking at your academic track record it seem you are not made for this.See I am not criticizing you.I am saying this only for your betterment. Please don't take it otherwise.
Lets talk about the Eligibility Criteria for this exam
1>Those candidate are graduate from any recognized university with any discipline are eligible for IAS exam.However the age should be in between 22 to 30 years.Age relaxation is provide for SC/ST/OBC category as per govt rule.
2>Also the candidate must be a citizen of India.
MAXIMUM ATTEMPTS:
The maximum attempts for SC/ST candidate is Unlimited. For OBC candidate it is 7 years and for general candidate it will be 5 years.
Now coming to your Topic.You are not satisfying the First eligibility criteria which says, you must be a graduate.So without clearing your backlog subjects, you wont be getting the graduation certificate from your University.So I am sorry you are not yet eligible for this exam.
So its my suggestion for you to concentrate on backlog subjects.After clearing them with a good marks you may opt for IAS Civil Servce and other competitive exams.I hope my information would definitely help you in redefining a better career.Anyways best of luck.

For IAS exam or civil services examinations , Degree or its equilent like those completed or pursuing final year of degree or B.Tech or higher studies are eligible for the exam.
You have mentioned that you have 10 arrears in your engineering , So,my suggestion is to clear/complete all your arrears and apply for the examination....
If you cleared arrears and passed your engineering , with any pass percentage, then you can apply for any UPSC posts...
