No sir, you have wrong information regarding the online way.
there is two way fill the application form of the upsc:-
1. online method
2. offline method
by the online method you fill the application form through official website www.upsc.gov.in and fill the application form and pay the fee
through net banking or deposit in the state bank.
by offline method you puchase the form in head post office of the city and pay the fee through crf ticket which is also available in the post office.

There is an online method to apply for the UPSC Exams.
There are 2 possible ways through which you can apply for any Exam conducted by UPSC.
The 2 modes for application are:-
1.Online application
2.Offline application
I am explaining to you ,the online application process:
For online application you will have to apply through the following website:- http://www.upsconline.nic.in
The application will consist of 2 parts.
In part 1 of the application process you will have to fill general details and after completing it you will have to pay the application fees.
You can pay the fees either online by net banking or through a challan in SBI bank.
After payment of fees login again and fill your payment details and upload your photograph and signature.
Now your application process is complete.
You should note down the registration number and take print out of application form for further references.
Before applying for any Exam you should first read the notification issued by UPSC regarding that exam on the website http://www.upsc.gov.in

No, That was wrong information. Online submission of the application form is available on the UPSC website. UPSC conducts many entrance examination in every year like IAS, IPS, IES, CDS, NDA...and many other.

for online applications
you have log on to www.onlineupsc.nic.in where you will see the registration part I,clicking on which you can fill the form easily.
you have to fill the fee of the exam .you can pay the fee through internet banking or by paying the fee to upsc through a bank branch.
after filling registration part I you will have to fill registration part II in which you have to fill the Transaction ID through which you have paid the fee for the exam.
registration part II where you have to upload your photograph as well as your signature then your form will accepted by upsc as you click submit option present at the bottom there .
