Yes you will be eligible to apply/appear in the Civil Services Exam(CSE) after completing B.Sc from IGNOU.
UPSC conducts the CSE every year.It is most competitive and prestigious exams at the All India Level.
Through CSE recruitments are made to 24 services/posts like IAS,IPS,IFS,etc based on the rank.

Eligibility For CSE :Age Limit :
General Category-21-30yrs on 1st August of the year of exam
OBC-21-33yrs
SC/ST-21-35yrs

Educational Qualification :
Minimum educational qualification to appear in the CSE is,
A Bachelors Degree in any discipline from a UGC/AICTE recognised University.
Final year appeared/appearing candidates can also apply on provision.

Graduation through distance learning mode is also acceptable degree to apply to CSE.

So you can apply to CSE as you have a B.Sc Degree from IGNOU.
