UPSC conducts the prestigious Civil Services exams every year for recruitment to 24 Services/posts.

If you completed your degree in any recognized university which is approved by UGC / AICTE then you are eligible for the Civil Service Exam .
So first of all check that your university is recognized or not , because if not then you will not eligible for the exam .
And if your university is recognized then you are eligible for the exam .
But incorporate to above criteria you should also fulfill the age criteria like
For general cast age is between 21-30 years .
For obc cast age is between 21-33 years .
For sc/st cast age is between 21-35 years .
So you should fulfill the above criteria for giving the exam .
The exam consists three parts .
1) preliminary exam
2) main exam
3) interview
So start the preparation for the exam .
Also there are constraint on number of attempts like
4 for general cast
7 for obc cast
no limit for sc/st cast .

The Educational Eligibility condition of UPSC Civil Service Exam is mentioned below:
The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Yes,of course you are eligible for the civil services examinations after having the degree from distance education but the condition is that the institution from which you have obtained your bachelor's degree must be recognised from the DEC that stands for the Distance education council as the minimum educational qualification required for the UPSC exams is bachelor's degree from a recognised university.
Final year candidates are also eligible for the civil services examinations.

yes, you can apply for UPSC Civil Services Exam after completing graduation in distance mode but the condition is that your college/University must be recognized.
Eligibility Criteria For Civil Services:
1. you need to complete or appearing in final year of graduation in any field from recognized college or university with any percentage.
