    Dear Applicant,
-There is the provision for You and other candidates,to appear the Written Examinations conducted by the UPSC with standing arrears in your BE course,or any other, equivalent to Graduation.
-However,there comes a condition with it that you will have to clear all these arrears and backlogs, and produce the passing certificate, along with the mark sheet,if you succeed at the written exams and proceed to the Interviews.
-You will need to show all these documents up during the interview or any other selection step after the writtens, with no sorts of any relaxations further.
-If you are unable to do so,Your Candidature is liable to be CANCELLED,even if you succeed the written and qualify completely for the post.
-For further details, and informations with regards to this and other issues related to UPSC exams, you can always visit the official website of the UPSC-www.upsc.gov.in

NO, you are not eligible as upsc clearly mentioned that they required either passed/appearing in final year, graduate students from the recognized university.

HOWEVER you can take the chances as UPSC will not scrutiny the documents at intial stages IF you are likely to got clear those standing arrears by the next year before INTERVIEW of the upsc then

-->>> Then I will suggested you fill the form, concentrate on clearing the arrears & be prepared for the examination.

Re: Can I appear in UPSC exams after having standing arrears in B.E course?

If you are in the final year of the engineering and if you have backlog papers you can appear for the UPSC civil services exams as well as UPSC Engineering services exams

You appear in both these exams as appearing candidates

But if you clear the written test than you have to produce the passing certificate of your engineering before you can sit in the next stage of these exams

Min eligibilty of UPSC civil services exams is Graduation pass from recognised university and age should be between 21 and 30 years

Min eligibilty to sit in the UPSC engineering services exams is be/btech pass in streams civil, mechanical, electrical and electronics and age should be between 21 and 30 years

In both the exams OBC gets 3 years and SC/ST gets 5 years age relaxation
