UPSC IAS stands for Indian Administrative service Exam this exam is conducted by Every year and this exam is one of the competitive Exam in india . if you apply this exam you should be prepare and you have this eligibility Criteria's. you should be complete the bachelor degree in recognized university and your age is attained 21 and not attained 30 years it is general candidates and upper age relaxation applicable for Sc/St Candidates ,You should be a Indian.

Yes my friend you are allowed to sit in the IAS exam even suffering from diabetes. You just need to follow the requirements that you should be a graduate from a recognized indiian university and your age should be in between 21-30 years

Eligibility for UPSC IAS Examination
You should have a bachelor's degree in any discipline from a recognized university and if you are pursuing final year of your bachelor's degree then also you can apply for this examination
Age should not be less than 21 years and more than 30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC Category candidates
Dear if you have Diabetes then there is no problem because you can appear for this examination and you may apply for this exam between - 5th march 2013 to 4th april 2013 at www.upsc.gov.in and can appear for this examination at - 26th may 2013 so because there is no problem in applying for examination and appear because this is not in the rules of the notification and for your kind information i have attached the complete notification for this exam which is announced by UPSC board at 5th March 2013 at official website of UPSC
You should read the complete notification and must read Appendix - III and you will get all the details about physical and medical standards and care about your study because you do not have more time to prepare for prelims examination but if you start preparation from now then you may complete prelims study before examination and there would be two papers conducted in objective type pattern in prelims exam and each paper contains 200 marks

yes a person suffering from dibetes is eligible for civil services exam. since there is no such criteria in cse.
