The eligibility criteria for applying in the civil services is
1)minimum qualification-graduation from any discipline from any recognized university.
2)age limit-21 to 30 years for GC
21 to 33 years for OBC
21 to 35 years for SC/ST.
3)number of attempts-4 for GC
7-OBC
unlimited for SC/ST(but within age limit).
Now according to your date of birth you will be of 21 years on 5th feb 2013,which is the minimum age to apply for civil services,now you will get the notifications around the end of january or at the beginning of february,and the date of preliminary exam is conducted in the month of may and the mains exam are conducted in the month of october,so you will become eligible in terms of age,as you see that.
But you must have completed your graduation,degree you can fill the form while being in the final semester but will not be allowed to sit in the preliminary if you do not produce your degree and certificates.
