firstly the government employee take the age relaxation from the upsc.

secondly some time senior member give the preference when the equal marks obtained in the exam.

some time the upsc open the vacancy only for the government employee like as CID department.

upsc provides relaxation in case of upper age limit for central government employees.

***general category- 5 years(can attend till 35 years)
***obc - 8 years (can attend till 38 years)
***sc/st - 10 years ( till 40 years )

yes dear central government employees can apply for the upsc exam.
apart from their category they will be given age relaxation of five years more.
they can apply for upsc exams like Civil Services Examination

age limit for this exam is

age limit is 21-30 years for general category
age limit is21-33 years for the obc category
age limit is 21-35 years for the sc/st aspirants.

for example if a sc/st category government employee is willing to apply for upsc civil services exam .
in that case he will be given an age relaxation of 5 years because of his category plus he will be given an age relaxation of 5 year more as he/she is a central government employee.
