Hi Aspirant,
I think friend you want to apply for Civil Service exam.
So friend there is no need of computer knowledge in this exam.
There is no paper of computer related in this exam but you can get the some GS question which can relate to computer.
But friend personally I would like to say that you should learn the computer or minimum operation on computer.
It is the age of computer and now computers are playing big role in our day today life.
So you should have the basic knowledge of computer.
Otherwise you will remain behind than others.
To apply for Civil exam you should only fulfill the following qualification requirements.
Required criteria for civil exam
Graduation in any stream from UGC recognized college or university.
Final years candidates can also apply for CSE.
Age should be between 21 to 30 years.
Age relaxation
SC/ST + 5 years
OBC + 3 years
PH + 10 years
You must be Indian.
For the preparation of Civil exam you will study of General studies and General English subject in prelims exam.
In mains exam you will have to choose two optional subjects.

No it is not necessary to have a computer knowledge to apply for UPSC exam.
But you should atleast have a basic knowledge in order to ease out UPSC
Cadre of work assigned.
UPSC exam is conducted for the higher level Government departments.
And today everything is going computerized, so though not master but you
should be having basic computer knowledge.
But it is not a necessity to apply for UPSC exam.
UPSC exam is mostly conducted in writing and than Interview round.
So rest assure. You will be selected on the basis of your Intellectual Ability
and performance in written examination.
So start preparing for the examination. UPSC exams are one of the
toughest examination in this country, So you should study hard and should
focus all your attention on the examination.
