Dear if you are willing to apply for civil service exam then you should have a bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible to apply for this exam and age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided as per government guidelines which is 5 years for SC/ST, 3 years for OBC, 10 years for PWD and 5 years for Ex-Servicemen category candidates
Dear according to your qualification you have mentioned, you have not completed your 12th class yet and applied for graduation through distance more and also pursuing 2nd year of the degree so that dear for your kind information that you are not eligible for this exam because without completion of your 12th class you may not apply and if you will apply for this exam then also your application would not be accepted by the board and in case of the accepting your application and after qualifying the exam you would not be allowed to appear for interview process.
Dear not only civil services but also any other government sector would not accept your application for any grade job and the case also may be filed against you that if you would apply for any job without your complete study so that dear you should go back to the school or board and apply for 12th class again and complete it then you would be eligible to apply for any government job.

Sorry friend but you have to wait for 1 more year to apply for Civil Services Examination, since only final year candidates and graduates are eligible. Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS. You just have to satisfy the basic eligibility criteria to appear for the Exam.
The basic eligibility criteria for Civil Services Exam are as follows:

You can apply to UPSC CSE in your final year of graduation on provision.

The condition is your course must have approval from DEC.
Other Eligiblity criteria are :
